Preheat oven to 350 degrees Fahrenheit and spray a donut pan with cooking spray.
In a large bowl, whisk together all of the dry ingredients for the donuts.
In a small bowl, whisk together all of the wet ingredients.
Fold wet ingredients into dry just until incorporated.
Use a funnel to transfer the batter into the donut pan until 2/3 full.
Bake 11-14 minutes until springy and a toothpick inserted in the middle comes out clean.
Allow donuts to cool in pan for 10-15 minutes
Place peppermint candy in a food processor and pulse until crushed.
Combine glaze ingredients and mix until smooth.
Dip the top of the donuts in the glaze and place on a wire rack to cool.
After glaze has set, dip a second time and dust with crushed peppermint candy.
